Tachometer 1800

I am in the process of returning a 1967 P1800 to a "Daily Driver" that has not been running in over 2 yrs. I do have it running and "road worthy", but the Tachometer is reading 3500rpm when engine is idling @ about 750rpm and goes to the max when the engine speed is increased. Can anyone give me any advice?
The car only has 51,000 actual miles, but I have found some wires near the coil that have been dis-connected and taped over. The car has 'points' in the distributer-so I don't think it has the "hotspark" ignition.
Any help will be greatly appreciated.
