a copy of a key shouldn't be that much. I got a copy from the dealer last year for my 91 245 for about $20, which included the Volvo blank. If you need a key from Volvo using your VIN the $65 is about right.
You can buy the blank from Volvo (which I would reccomend over a Lowes key blank, steel alloy vs brass) and have a good locksmith shop cut it. Most Lowes/WalMart shops can't or won't cut steel keys.
