Vehicle Speed Sensor. The ECU uses this signal (with others) to control things like exhaust gas recirc., evap. canister purge, and apparently - idle control.

On more sophisticated systems the VSS info is a factor in transmission lockup, ignition timing, cooling fan control...the list goes on.
