Yes, I've struggled putting the upper spring on. Ended up cheating.
Install the lower longer spring. Then the upper shorter spring WITHOUT the bar with the v's on the ends. Then from the top, insert one end of the bar into place. Then pry apart the brake shoes to push the other end of the bar down into place. If the bar is still too long, read next paragraph.
I found that the rotor would not go on despite the parking brake cables being slack. Assumed that the metal bar was a tad bit long. So deepened the v's a bit with a file/grinder and trimmed the "legs". (I had spares so wasn't concerned about ruining the bar.) Rotor went on. Ie. cheated.
