I don't know what the original paint was but I always paint exhaust parts, such as starla exhaust, with rustoleum zinc rich cold galvanizing compound, brushed on, with spray can aimed as far inside as possible. You may be able to paint over it but the silver zinc will reduce rusting and doesn't look that bad by itself.
