No. Static friction values are higher than sliding friction. A rust free old bolt and nut is probably still higher.

There are standard torque values for all fasteners. I'm sure there is an online reference, but I usually use a little book called Pocket Ref that I picked up at an Ace Hardware store. If you know the spec of the bolt ( grade 2, 5, 8, 8.8, 9.8, etc. ) it will help. If in doubt, gudentite and a drop of blue locktite is your friend. Don't get carried away. The spec for a grade 8 5/16 bolt is only about 24 foot pounds.

Suspension parts should held together with grade 5 ( maybe grade 8) fasteners. In Metric I think that is the 10.8 spec. If you know the size of the bolt I can look up the torque. Or you could look at http://dodgeram.org/tech/specs/bolts/M_bolts.html
