Horn 140-160 1972

If the horn starts working as soon as you plug in the wire on the horn ring then there is some problem with the horn ring.

2 things I can think of right off the bat are one or more of the plastic washers that is supposed to be under the head of each of the 4 retainer screws to electrically insulate them from the horn ring is missing or broken or the same screws are over tightened and are causing the contacts for the horn to touch.

The screws are not supposed to be bottomed out as there are springs to tension the bolts as well as to keep the the horn contacts apart.
