"Shipping is "worldwide" it says, but then: excluded are about all countries in the world except the USA. Even Alaska and Hawaii are excluded."

eBay screws things up on a regular basis, and this is one of their latest attempts to fix something that wasn't broke. If you think it's confusing as a buyer, try listing something for sale using this latest "worldwide shipping" algorithm they've invented. :(
