unknown port in engine block

Hello,

Can someone identify what looks to be a sheered stud/bolt, or missing plug, in these pictures? It is below what I believe is the block coolant drain in the picture (not physically though.)




Taking the picture has also highlighted what looks to be a leaky plug or gallo in the block. I'm thinking of jb-welding it unless there is a reason not to.
