Have you tried opening up the pump and seeing if it was just gummed up inside? If you do, be careful as there are little parts inside that can spill out and roll a long way. You can apply 12v to it while it's open if you have all of the small parts removed. + and - are labeled at the connection so you can get the polarity correct.
