I've purchased two of these panels for my 240's rusting wheel arches:

I've removed the original paper-thin paint from the panel, allowed it to flash-rust, then covered it with POR-15 and a few coats of primer. Soon I'll apply factory-matching paint on the outside and an undercoating-type paint on the inside.
But then what? Do I simply put the entire panel on top of the old panel after sealing and/or removing all rusted areas? How do I mount it and then blend it in with the rest of the quarter-panel?
Or do I use it as a template to mark and cut out the original panel and then put the new one in its place?
I don't have a welder but I did buy some metal-bonding stuff (I haven't used it yet but have heard good things about it):

Has anyone done this before? I could use some advice here before I start cutting and bonding.
