Ron is dead on the problem, as almost always!! If it was mine, I would install a Delco 10SI alternator and then you can do away with the mechanical voltage regulator as it is built into the 10SI. Check the prices of the regulator compared to the 10SI and then factor in how old your generator is and it almost becomes a no brainer. Good luck with it!!
