A magnetic mount isn't expensive and will be useful for any job where you use the gauge. The rocker ratio is the comparison of the lengths either side of the shaft centre line. True lift is the amount the pushrod moves up and down. With the rocker gear off it might be possible to make a fitment that would keep the pushrod upright and stable with no wobble. You could then measure the lift but a vertical clock gauge would be best for that.

The gauge you have is better suited to checking run-out on discs and wheels. i.e. small variations.
As said, I'd rebuild a B18 head, the budget for that is down to you. New valves, guides, and springs plus lead free exhaust inserts would be good for a long term engine.
