Over-revving problem 200

Well thanks to Art Bernstein, after installing a speedo of known year the 3 1 1 fault code disappeared and after clearing fault codes by disconnecting battery the codes were no longer showing. Then to test the cure I went for a fair drive and the over-revving when back at idle was fixed.
It still rises as it starts and then subsides to correct revs.
This is good behaviour.
