I'm with Patrick - it's unlikely that anything other than *maybe* the rear shocks would be damaged. Unlike some of the other Volvo models, the PV's rear springs are secured at both ends. This means that even without the limiting straps, that the axle can't depart the car.
I've seen several PVs with broken straps and haven't seen any resulting damage. And I've seen several PVs with no straps at all.
Worst case: you spend a few bucks for new shocks and a pair of limiting straps. I wouldn't let this be a factor in my decision on whether or not to purchase.
