Though you don't say, I assume you would say whether the speedometer still works. Given it does, then I'm about 90% certain the new cluster you got also suffered from the mistake with the white/red tach wire. You need a new gauge, or depending on your DIY interest, a new chip. There's no hack to simulate the VSS to the ECU and fix the idle; it needs the signal from the speedometer chip.
