I think the brass outlet nipple might be the spot where the vacumn line to the distributor is connected. If you have been running with this unattached, and you reattach it, it will lower your idle speed, requiring further opening of the idle bleed valve (with lock nut) at the 6 o'clock position of the intake opening.
