Those will certainly cause "hard Steering". I recommend replacing then with the nice German made oe parts (metal spring securing thick boot)...more expensive than the British parts (rubber band secures whimpy boot) I'm sure, but worth it last time I compared the quality of the two (which was a long time ago)...I didn't check the metallurgy, but I saw the replacement ones fail a lot sooner than the OE ones so I bet the German made ones are better in that respect too...

...and if I had the replacement ones in my hands, I'd be tempted to drill and install some Zirk fittings to allow future greasing and filling the joint with grease...remember, once water gets in there, they are on the way out, and what the factory calls "maintenance free" is what I call "unmaintainable"!
