Assuming the heater valve is opening and all the hoses and pipes are clear and flowing properly, the only thing remaining can be problems at the heater core.

And if water flows through the heater core then the partition between the 2 hose barbs may have deteriorated.

That can be fixed, but the heater core has to be removed from the heater box so it can be repaired.
