Yes it could be the ecu, even more likely if it has a pink label.
However, it could be something much less expensive and easy to fix. The ecu has to see the pulses which trigger the spark before it allows that second relay in the white box to activate the fuel pumps.
So check to see if you have spark before anything else. Easiest sure way to do that is introduce a bit of fuel, such as starting fluid, and if it doesn't fire up at least for a second, assume the spark is missing.

If it does fire up, then you might want to suspect the ecu isn't recognizing the spark and operating the fuel pump relay. Jump voltage to fuse 4 (get it from fuse 6) and see if it starts and runs with the jumper in place. Don't leave it there if it does; get the ecu replaced.
