So I figured I had an hour to try to replace the cluster. Found I have 2 spares and noticed that the voltage stabilizer plugs in on 3 spade connector legs and it came off easily.
Went out to the car, got on back, felt for and pulled the VS and installed the spare. Started engine, fuel level right. Didn't warm up engine but looks like that was the problem and easily fixed. Around 5 minute fix. Gotta love the old Volvos.
