I've had luck when this has happened by getting lube sprayed in. There is a small gap at each end of the outside handle - the pivoting part. Spray WD40 or your own favorite liberally through the long tube that comes with most cans. Unscrew the plastic lock knob and spray lube from above as well. - Dave
