AC pulley not lining up 900

Last years AC repair lasted one summer, so this year I had the two remaining pipes/hoses and the compressor replaced.
When I got the car back, I noticed the AC pulley didn't line up with the crankshaft pulley.
If you loosen the two clamp nuts and tighten the set screw, the entire compressor assy will tilt slightly. As the belt tightens, it will point to the right in the front.
The only thing I could do to line things up, was to loosen the set screw, tighten the rear clamp nut, and tighten the set screw, the clamped nut is now preventing the tilt. Then tighten the front clamp nut when belt tension is ok.
Am I missing something?
Did my mechanic mount the new compressor wrong?
