Is this the same part for non turbo 940s??

Although that eBay listing looks much like a Regina IAC and may well be the same or similar, I can see no p/n reference on it or suggestion that it is compatible. Looking elsewhere for a listed compatible Golf, it would appear the p/n should be 0 280 140 505, seemingly a Bosch p/n, but the construction is definitely VDO, hmmm? I'm wildly guessing because the design is so similar that it's at least of the same family and may not cause damage, so yeah, could be worth a try, but at the slight risk of damaging your ECU if the characteristics are signficiantly different.

Have you thought about trying a more readily available LH 2.4 IAC?

According to other sources on TBricks, the operating and response characteristics of the two different IACs used on 940s are only slightly different, however:
o P/N 1389618 (Bosch 0 280 140 516 or equiv) IAC for LH 2.4 can reportedly be used succcessfully with Regina engines, but the hoses also have to be swapped and the mounting may require minor modification. The response may be slightly different, but not necessarily noticeable or worse.
o P/N 1389557 (?VDO 408 202 008 005 or equiv?) IAC for Regina should not be used with LH 2.4 engines as the current draw may damage the ECU.
