Low beams wont turn on 200 1989

When you move the headlight switch to the first position the high beams light up or they will flash when you pull the steering column stalk? I am assuming the stalk "flash" function.

If I remember correctly there are two relays for the headlights on the later 240's? The low beam relay is under the dash mounted to the firewall around/above the brake and accelerator pedals. The high beam relay is along the inner driver's fender after the battery.

Again, I am making an educated guess using old memory data.
