Thanks for the leads. Eventually I was able to find what I needed on eBay at a bit of a saving:

Search for "Heater Channel Hose To "Y" 38mm x 1060mm Fits Volkswagen Type1 Bug 1966-1967" $16.95 and free shipping. Made in Denmark. Identical in dimension, look and quality to OE.

Seems I'll be able to get the two outer hoses from this with zero waste. I can then cut the ends from the existing outer hoses and use them to replace the inner two hoses.
