Windshield Wiper Problem 700 1985

On my car the wipers work find when I start using them but after a short time they stop and only work in the high speed position and when I shut them off they will not return to the park position. I am wondering if it is the wiper motor, the control or maybe it needs some oil somewhere. Thanks for any input on solving this problem.
