Bob, I had that same problem with my '86 non-turbo. It was extremely frustrating. The problem turned out to be the small grey condenser attached to the coil. I disconnected it and it's been running fine since.

I'm not sure if your turbo has that condenser but if they do, I'll bet that's it.
