As I recall, the different motor speeds are achieved using different brushes in the motor. If hi-speed is perfect but lo-speed fails, then I'd suspect something is amiss with that specific brush (or the wiring to it).

Good, good! Now resolder your OD, fuel pump, and supression relays!
