sounds stupid but your headlights DO work right? like your low beams? check the driving lights in the back that come on when your lights are on.. dunno why the light would go off when the brites come on though... do both your high beams work too?? if all else fails take out the bulb out light for peace of mind ;)

as for the other stuff check all the fuses and look for anyones that aren't in great shape.. i'm not sure if there are any fuses under the hood on an 87 700s series but if there are I'd take those out and give the contacts on the fuse and the fuse holder a good cleaning and use some dielectric grease on the contacts too... basically just check all the contacts on like battery fuses etc.... clean them and stuff if that doesn't fix the lights on the dash not comming on then i derno...

i'm not too familiar with 700 series maybe there is a relay for those that isn't clicking when its cold and once it warms up then it will click and make the contact and turn your dash lights on..
