Whining from the main fuel pump means it is working. If it is louder than normal then the in intank pump is most likely out, this makes the main pump strain. Don't replace, try to diagnose first. There is excellent info in 700 FAQ section on fuel pumps relays etc.

Muffler, fuel pump, blackened plugs these things do not seem to go together.
