I remember something like that from the 1970's. Do a patent search.

Today it would be reasonable to design a hydraulic or electric (as in motor) actuated cam advance mechanism controlled by a microprocessor. Then you could program it for any number of variables including load, air temperature, engine temperature, manifold vacuum or turbo boost, altitude, throttle position, fuel octane, wife's name......
