Slow-revving. Whats up with it? 83 244T

My 83 244T just seems to rev way too slow. My dad had a 92 740 turbo and that thing would just rev right up and back down. My 244 it seems like you have to wait for it to rev up and wait for it to rev back down. I havent been in other 244 turbos so is this just the way it is or could there be something wrong?
