Tailgate lock problems 900 1995

Couldn't get my tailgate unlocked this morning -- even with the key. Tried the handle on the inside, but it didn't seem to have any effect -- to the left it met a spring resistance, and couldn't move to right.

I eventually got it unlocked with the key (not sure which thing I did helped). Latched and unlatched OK several times, then tried locking it again and same problem.

It's now unlocked, but I'd sure like to lock it up.

Mechanical? Electrical?

Looks like the tailgate panel can be removed easily when it's open.

I'm eager to tear into this. I'm a decent DIY'selfer, but am no auto mechanic.
