A / C problem 700 90

My car is volvo 90' 760 turbo. When I turned on the A/C, the fuse was blown recently. I changed a fuse, the climate control and heating worked well. But, when I turn on the A/C, it was blown again. Any ideas? And my steer is very hard. How to improve it? thanks
