Check the sockets for solid connections -- in other words, look for corrosion.
The tail light assemblies use a "flex" printed circuit to distribute power among the various sockets, and the car's harness connects by clipping over this flex circuit. Very often the copper foil traces break, peel, or corrode away at this location. In my '83 GL I had to jumper around these crummy connectors using pigtails.
The "bulb out" sensor may have failed. In my '83 I had to repair and resolder this sensor to revive a dead brake light.
