testing a/c switch 200 1979

I removed the wires from my a/c switch and hooked up an ohm meter. With the switch rotated fully counter clockwise, resistance is infinite. When I rotate it clockwise so that it clicks and enters the blue range on the dial, the resistance drops to about 0.4 ohms and stays there no matter how much further I rotate it clockwise. I thought this was a potentiometer and the resistance would decrease with rotation. Was I right and is the switch no good ? The a/c doesn't work and I am starting to debug it. Thanks for any replies.
