why do brakes squeal? ALL 89

I thought brake pads will squeal when there's dust inbetween them. Right?

How does anti squeal paste work when it's applied on the back of the brake pads?

I have one squealing 240, rear break pads are the cheapo napa ones. Did not have time to order PBR's. They sound like a bus.
