Emission Control 240-260 1989

My 89 240DL has been through emission control twice in the past three weeks and failed. My machanic says every part that would cause the car to fail has been changed. It is failing the OXIDES OF NITROGEN at 4.9gpm, should be 3.0gpm. Does anyone have any ideas? Thanks for the input.
