Steering Wheel 700 1991

Let me try to describe this. The steering wheel wrap has come loose from the main core of the wheel. In other words, I can roll the plastic and foam forward and back. Are there an home remedies, becuase I believe replacing it means getting a new airbag$$$$$$?
