cold start problem-??? 200 1991

I have a 1991 240 and have a problem with cold start. After about 2 minutes the car runs fine. I am receiving a 1-1-3 code which indicates fuel injector problem. I pulled each spark plug one at a time and got the same responce from each, so it looks like all injectors are working the same. I checked out the O-2 sensor which runs .1 to .9 volts, temp sensor which reads 2700 ohms cold and 275 ohms hot, and changed out fuel filter. Also receiving 4-1-3 code which indicates bad EGR gas sensor, part on order. I don't think this would cause the cold start problem. Not sure where to look next. Any suggestions??
