Need help: Hard to start 200 1990

Hi, folks:

My old volvo 240 DL wagon, love baby, now 136,000 miles on it. Recently, I got a very annoying problem. It's harder and harder to start my car. Today, I tried 7 times before I could start it. I brought it to the mechanic in the summer, and he couldn't find any problem about that. He just said: " you better keep the gas tank no less a quater. the gas pump is not working well." However, now it is hard to start even the tank is full. Any suggestions? Where is the problem. Appreciate your help
