The B234 consists of a 16V head with hydraulic lifters, unique intake/exhuast manifolds, unique EFI parts, and a set of balance shafts in the block. Compression, I'm not sure about, but it's most certainly around 10:1.
The B234 head will bolt up to a B21/23/230, but I'm not sure what you do for a timing belt - you won't have the balance shafts to go around, but you will have two cams to drive.
Not many people have done this because of the dangers of the interference head design, the increased maintenance requirements of the hydraulic lifters, and the fact that there is very little aftermarket support for the motor. And you can get the 8V motor to put out similar power (~160HP) with less effort and a bit of cash (~$2500) for a UNITEK head/cam combo, or do a turbo swap for a similar price (~$2500 or less) and you can easily tweak up 200HP.
