speed controls on heater fan. How do they work?

I saw a post somewhere that the fan speed was controlled at the dial not in the motor housing.
Specifically, The two low speed settings on the blower aren't working.

Do I need a new switch only or is it the dreaded pulling of the blower?

Thanks for any pointers, ( it's a 83 245 with the round speed controls on the middle dash console).
