Like on Most cars , you have to look for the pivoting bolt and the upper bolt that will loosen the adjuster. then tighten down on the 10mm nut and it will tighten the belt.
My guess is if the car is an '89 the Bushings on the alternator (at least) are getting worn. Theis causes the pulley of the alternator to misailign with the Crank pulley. Tightening wont help under this circumstance. On my '89, the alternator bushings were the only ones that went South, the AC and power steering are still good.
