poor starting, acceleration

My 87 240 wagon suddenly developed these symptoms: hard to start, dies, but when finally runs it has poor acceleration, loss of power. It seems to get better as the engine warms up, but not completely. Problem seems to have started with a new tank of gas, after which the car displayed "sputtering" symptoms as if there was water in the fuel. The problem seems to be getting worse.
Any thoughts on where to start? Thanks.
