I have the same model-year-wagon with the same symptoms...no 4th gear.

I held out(one year)until I found a Volvo specialist who said it must involve some item(s) from this list:
1. Fuse
2. Relay
3. Soleniod
4. Wiring

Using the substitution method, he isolated the $250 solenoid and replaced
it. 1 Hr labor. I am delighted!

ALL(!!!!!!!!!!!!!!!!!!!!!!!!) the Volvo dealers told me I needed a NEW
Transmission....@#$%^&*&^%$#@!!
