No! Do both. Friction is directly related to the heat produced, so even tiny differences in rotor thickness can make a difference in the heat conducted away from the pads and marked imbalances can occur.
I dunno about the US but in the UK you wouldn't find anywhere that would only sell you one. Use new pads with the new discs, even if the existing pads are only a couple of K old.
Never skimp on brake repairs - your life is worth more than the price of new rotors and pads.
