AFAIK the basic iron block common to the B21, B23 and B230 is the red block. It is a solid 5-main bearing four cyl with exceptional longevity. The changes between the designations are minor, most changes are not of the block.

Red Block mean tough block.

Other Brickheads may have other/better explanation.
