I think you would have the LH 2.2 Jetronic FI system in your car with the B230F engine. If this is what you have the throttle butterfly closes completely under tension of the spring on the shaft. At the same time the throttle position switch should be set to transfer with an audible click. Base idle air is provided by adjusting the black pastic knob to 700rpm with idle air motor disabled. The mechanical itself linkage is adjusted with the stop screw to allow a small amount of clearance or movement till it starts to move the butterfly. Note: Some "mechanics" think this is an idle speed adjustment, it is not. Idle speed is controlled by the idle air motor to be at 750rpm or 900rpm with AC on.
